The Quality Enhancement Grant Scheme (QEGS) is set up to fund worthwhile non-works projects or initiatives dedicated to enhancing the quality of teaching and learning of self-financing post-secondary programmes.

The POP Survey (Opinion Survey on the Public Ranking of Universities in Hong Kong 2008) conducted by the University of Hong Kong in July 2008, indicated that the general public and the employers had great concern on the language ability of the graduates, which is directly affecting the performance of the graduates at work.
